If the investigative judgment began in 1844, then why does 1 Peter 4:17 say that the time has come that judgment begins at the house of God? The time of Peter is way before 1844. How do I reconcile this verse with what we know to be true about 1844 and the beginning of the investigative judgment?

The verse says he was cast into the earth so it would seem to imply that the earth had already been created for him to be cast into it.

Ezekiel 28:13 KJV Thou hast been in Eden the garden of God; every precious stone was thy covering, the sardius, topaz, and the diamond, the beryl, the onyx, and the jasper, the sapphire, the emerald, and the carbuncle, and gold: the workmanship of thy tabrets and of thy pipes was prepared in thee in the day that thou wast created. This verse says Lucifer was in the garden of Eden. Is this verse referring to the time when Lucifer tempted Eve to eat the forbidden fruit in Genesis 3:1-5? Or is this referring to another time when Lucifer visited Eden before Lucifer sinned and became Satan? The context of the verse seems to refer to the time before Lucifer became Satan. However, since Lucifer was a covering cherub how could he leave his job to wander in Eden when he was supposed to be covering the throne of God?
